Itching

I started itching all over my legs last month and it still hasn't gone away. The doctor told me that my itching could be the effect of dry skin caused by shaving. The doctor gave me a cream but it only gave me relief for a short period of time. Now, I'm having these liquid-filled bumps between my toes that itch a lot. What could be the cause of these bumps? I don't want to go back to my doctor because I think she will only prescribe the same cream. Please advise.
